Odds are that many of the set 3 and 4 cards will be in US Set #2. But Bandai has and probably will change some cards within it. So its not just simply 2 sets slapped together.

So...it's mix and match-type of sets? That makes collecting confusing unless they get different numbers.

There is a good chance that some of the cards will easily move to the second set (US second set) with ease...as for it being sets 3 and 4, that has yet to be seen. They have free reign as to what they can use (in a sense), but they have to balance the set, while still making it worthwhile to pick up.

As for the next set briginng headaches...it's done so already in my case. Just wait for all of the "Mental Power, what's that?" questions to pop up. In any case, I'm sure banadai will issue some kind of errata for the current ninjas...like giving them all "Mental Power: 0" so they can use Metal Power related cards. Otherwise, the ninjas in this current set are going to be phased out rather quickly.

That would cause ALOT less confusion. Actually, Bandai. If you are listening (or rather, reading), PLEASE do this!

Mental Power: 0

Ninja's without a mental power score can not be in mental power battles from what I gather (thats what it looks like to me anyway) Bandai knows that set 2 has intelligence characters and did not mark set 1 characters as such. They will likely define how Intelligence battles are dealt with in the next few weeks.

That being said I CANT say that this is so, I'm just noting what it looks like.

We don't know how Mental Power battles are triggered though, it might be a card effect thing.
