Tusnade doesn't switch bodies, she just uses a Genjutsu to make herself look younger. It uses up so little Chakra, she can hold it even while she sleeps.

Frog Beats Snake
Snake Beats Slug
Slug Beats Frog

So.....
Jiraiya beats Orochimaru
Orochimaru beats Tsunade
Tsunade beats Jiraiya
