I have a question about the second part of the effect of - it says "the target's printed Entrance cost is equal to or lower than that of the user's..." and since the target is "Every Ninja Battling against the user", does it mean that:

1) The second part of the effect only triggers when ALL of the ninjas in the target are equal or lower cost than the user?

2) Or does it trigger even if just one ninja is lower EC than the user and it becomes a Stand-By Ninja?

Which is it?

Which is it?

It affects any targeted Ninja that has a lower EC than the user.
