Let's say my opponent has 1 card in his hand (a Jutsu).

I activate a Jutsu from my hand and pay Neji n1497 as the cost for my Jutsu.

Will he be able to chain to Neji's effect, or chain to my Jutsu? Or will Neji's effect remove that card from his hand before he can chain?

Neji's effect would go on the chain. Your opponent could play his card in response.
