Dear tylar, why does the tobi card of set 28 has no "ninjutsu"? The rinnegan characteristic without ninjutsu is not usefull enough, because there aren´t many jutsu of the rinnegan that require not ninjustu! with the tobi card of set 28 you cannot use even a justu of the six paths, like the soul removal justu or others. The yagura card has ninjutsu, satoosa and rinnegan! and tobi should be stronger than the edo yagura!

Can you explain yourself tylar, please. I am very interesting how you are thinking of this topic.
