depends on the effect senjutsu lets you pay specifics with any chakra, if its refering to what the total cost is then it doesnt mean 1 random

Orochimaru's reminder text is there to specify that a Jutsu that costs a total of 3 can be used by him regardless of requirements. So you count specific symbols as 1 for the total cost. He can use Jutsu that costs (3), WWW, WW1, W2.
