I'm going to assume that's so people can start offical play and the 30 card are Promos. wonder what they are...

Here, this may help clear up confusion (article from GamingReport.com)

Cypress, CA - Bandai Collectible Games has announced that it will be producing a limited amount of Naruto CCG Launch Weekend Kits for the exclusive hobby release of the Naruto CCG "The Path to Hokage."

The Naruto CCG Launch Weekend Kit will contain enough promotional cards for up to 30 participants

and also include two Naruto CCG t-shirts that depict the card itself.

The promo card: Naruto Uzumaki (PR-004), will be printed in foil and only produced for this special launch event, making it one of the rarest promo cards to be created for the game. The kits are available only to registered Meijin or volunteers that run these sanctioned tournaments on the weekend of April 28-30th.

Players can look forward to even more fun and exclusive prizes with Bandai’s Organized Play Program for Naruto beginning in May.

Wait a second. If their at Promo 4, then What's 2 and 3? I know what Promo one is.

Those will probably be used as tournament prize cards later on. Bandai doesn't always release promo cards in numerical order.

They probably create them in numeric order though.

Anyone know the stats of this Launch promo card and how do you get one at the launch?

Cards are not made in a particular order, they are generally made in sets when Bandai makes promos. And they don't normally release them in numerical order, the other promos if you haven't seen them yet, will likely appear in later promo offers.
