My question is about Permenant Mission Cards. Can you play multiple Permenant Mission Cards with the same name over the time frame of the game. For example if an opponent has a "Symbol of the Proud Clan" already out can they play a second one if they already have one out and have them stack?

Yes, although certain missions specifically state that their effects cannot be duplicated (ie they won't stack). M-051 Appearance of Unknown Rivals is an example of one such mission.
