Id just like to know how many ninja's can i hit with this card because the wording is weird. Thanks in advance.

It would be a max number of ninjas that can receive damage from this card is 2 ninjas.

The first would be the target of the Rasengan. The second would be another 1 of your opponent's ninjas (assuming that the damage from this jutsu card discarded the target ninja).
