Does J-314 still work even if they don't have any chakra? So if my opponent has no chakra and I play J-314, would they switch their current hand and end up with no hand?

When you "Exchange" cards from one zone to another, both zones must have at least 1 card in them for the effect to be activated/played/used AND when the effect is to be applied.
