N-US017 Neji Hyuga

With the change in how ninja effects work, how does this effect N-US017 Neji Hyuga. Originally if you had priority you could destroy your opponents chakra before they could use a jutsu. Are they now able to respond to your ninja effect with a jutsu, paying the chakra cost before the effect can activate? If so do you have to pay your chakra when you declare the effect or when the effect activates, as the amount of chakra your opponent has may change depending on how they respond. (cost for effect vs. part of the effect itself)

Also the same question with PR-US008 Gaara of the Desert, do you have to discard the ninja when you declare the effect or when the effect activates, as a jutsu that injures gaara could theoretically negate this effect, via the new rules.

The entire effect would go on the chain for either effect. As such, your opponent could respond to you activating N-US017 with an effect of their own.

You do not have to do any part of the effect on the card until the effect itself resolves.
