us123 sasuke uchiha and Naruto v. Sasuke pro 018

i want to know if us123 sasuke uchiha can avoid the effects of Naruto v. Sasuke in the way that if the opponent of the player who played it can send it out instead of one of his genin even if he has three.
the other thing is if sasuke even avoids the affect because when i activated it in a game he said that the part of the effect in N v. S that all genin must be sent out if possible. so even if sasuke avoids the other part does that mean he over rules that rule?

what they said was all very confusing and i just want to sort it out because that effect seems very over powered.
