Question on J-203

J-203 attack on the nervous system says: Target: 1 ninja battling against the user effect: flip a ninja blade coin if heads change the targets support value to a negative.

My question is can support values be a negative or do they just become zero even though they are negative negative three?

Support and Combat values can be negative numbers.
