Mental Power Question.
If I play "No Power of Observation"(m-292) or Naruto Uzumaki(n-448) which prevents teams from performing mental battles, can "Shikamaru Nara"(n-us015) still perform mental battles with his effect.

No, cannot always trumps can. Thus, Naruto N-448 or No Power of Observation m-292 would stop n-us015 Shikamaru's effect even if Shikamaru's controller has 5 or more cards in his hand.
