Paying for Ninja Effect Costs with chaining

When would one pay for cost for a ninja effect, such as ninjas PR-us008 Gaara [Tragic Name] or for N-264 Shikamaru Nara & Temari [Strong-Arm Tactics]?

As far as i understand, Ninjas Look for Validity at time of activation and at time of resolution. This leads me to believe that to use PR-us008, one would have to activate and pay the cost before it would be put on the stack/chain. then at resolution, it checks for the ability to resolve.

Same Situation with N-264.
