N-457 and Hand Costs

So, i ran into a bit of a conundrum (sp?) . It seems as though the sound 4 ninja that were released this set, (N-457, N-458, N-459, and N-460) can't ever be put in play through ambush. The effect text reads: "This Ninja Cannot be charged from your hand." That implies that it can never be put in chakra through charging for a hand cost for say, a mission or another ninja. so, am i correct in assuming this, or is it that the card cannot be "Hard" charged into your chakra? You dont charge for a hand cost, you "meet" the hand cost. It means they cannot be what you call "hard" charged.
