your opponent can choose a Ninja with N-US013.

if you organize that Ninja in a Team with N-289, N-289 does not recognize the effect of N-US013 to prevent it from being sent out as a Head Ninja.

therefore, you have the choice of sending out the Ninja chosen, or N-289.
I’m not trying to start any problems and I'm sorry to beat the dead horse, but I think this ruling seriously needs to be looked at again.

Ino’s effect is not targeting the SP/OC ninja; it’s specifically targeting the other ninja. Ino is saying that that ninja HAS TO BE head ninja if it is sent out to battle. The SP/OC ninja says, “I don’t care what Ino says, I’m going to be head ninja if I want to be.” Since the other Ninja HAS TO BE head ninja, and the SP/OC ninja can choose either way, I think the two ninjas should not be allowed to team up, because of game mechanics and not because of an effect, unless the SP/OC is going to be a support ninja or, with a needed rules revision, both ninjas become head ninjas.

I understand the argument that the OC ninjas cannot be affected by your opponent’s effects and so their option of being head ninja can’t be taken away because of your opponent’s effect. But the SP/OC ninja does not negate effects on other ninjas at the same time. If I use a ninja effect or a jutsu that affects a whole team, and an OC ninja is on that team, the OC ninja is immune to that effect or jutsu, but the others are still affected. Why should the case with Ino be any different?

This situation really doesn't affect me, so I won't be bothered by whatever choice you make. But I do think this needs to be considered again. It may be one step in the direction of getting people to stop complaining about how powerful the OC ninjas are.

The issue at hand is being looked at; however, the ruling that has been given is law untill otherwise noted.
