M-326 Communication

I was wondering about this card and it seems too over powered to me... M-326 (Communication) has a seperate paragraph on its effect box which reads:

"While this Mission card is in your Chakra area, your "Circus" + "Animal" Ninja get +1/+1."

Would you have to use this mission, which will make it go to chakra, so you could get +1/+1 on your Circus Animals or could you simply charge it or get it down to chakra (without using it) to gain it's effect??

Simply charging it will also get it into your chakra area and allow you to get the benefits.
