Ground Fissure VS. No Rank Ninjas

ok.....My question is will Ground Fissure(J-208) negate a jutsu used by a ninja with no rank?

For example:

• • I attack with a team of The First Hokage(N-us041).
  • My opponent blocks with a team including NarutoUzumaki(N-us122)
  • Naruto uses Rasengan(J-255)
  • First uses Groud Fissure
  • Will rasengan be negated???

no rank is as it says: no rank. It is not lower than Genin, nor higher. There for, you cannot negate a jutsu being used by a no rank.
