Can J#236 Wolf Fang Over fangs effect be used a second time if copied by J#356 Opening of the Sharingan Eye?

I'm receiving mixed messeges on this. I would love it if a official cleared it up.
People say no and yes but the reason I get the no's is because apparently the effect of WFOF can only be used once. but the reason why I say yes is because, I'm not using WFOF again, I'm using Opening of the Sharingan Eyes effect which states the same thing as WFOF... But its not WFOF. Please, I needed a good clarification on this by a official.

looking at the effect:
"Apply the same ... "Effect" ... " "... Jutsu card's effect can only be applied once per turn ..." so, you're not referring to the card, but the effect of the card. therefore, the first effect will be applied, but the application of the effect for the second time will fail.
