can c043 ( from naruto starter deck and i forgot his name) be used to put in play double headed wolf n273 without having any kiba inuzuka or akamaru in play

if a Ninja card states that "this Ninja can only be put in play by <doing this>" then that Ninja can only be put in play <doing this>.

if an effect that puts a Ninja into play states that all Entrance costs may be ignored, then you can put that Ninja in play with that effect.

note that you can only put a Platoon Ninja into play by way of Platoon'g. Platoon'g is a game mechanic and there is no effect that will bypass that.
