Gaara effect and choji's effect can be used before exchange of jutsu because gaara can activate any time while battling and choji is once opposed. One of my questions is can an opponent respond with a jutsu if declare if you are using Gaara's effect before the exchange of jutsu?

also if choji attacks and opponent block with the same choji. Attacker then uses choji effect can opponent chain with his own choji or does attackers choji resolves immediately since it is a replacement effect?

also same situation with Gaara but before the xchange of jutsu when opposed

no. Ninjas can only use Jutsus during the Exchange of Jutsu.

first, N-US016 is not a replacement effect. the effect doesn't replace anything, it is optionally activated when the condition arises, and goes on the Chain.

the Attacker has the choice of putting their effect on the Chain. if they choose not to, the Timing for that effect has passed, and cannot be activated later. then, the Blocker chooses. if the Attacker places their effect on the Chain, then the Blocker, then both players pass, the Chain will resolve and the Blocker's effect will be applied before the Attacker's.
