j-380, shuriken, states that it kan be used even while it is in your diskard pile or chakra area...
my kuestion is: while it is in the chakra area, and i decide to use it, kan i pay its jutsu kost with itself? or do i have to diskard another chakra for the jutsu kost?

when your Ninja decides to use a Jutsu that can be used while in the Chakra area or Discard Pile, you would move that Jutsu to the play area similar to when your Ninja uses one that comes from your hand.

although the card is not 'in-play', this is just noting the more common place that players put the cards that are being used or played.
