Choji(N-US016) vs. Choji(N-US016)?

Okay, lets say my opponents attacks with Choji(N-US016) and I block with Choji(N-US016). If my opponent passes on using Chojis effect, and if I use Chojis effect, can he chain to it even though he passed the first time?

when two optional effect activate at the same time, and both players control one of them, then the Attacker chooses whether they will activate theirs or not, then the Blocker will choose whether they will activate theirs or not.

if they choose not to activate the effect, the Timing to activate that effect will pass.

in your example, if the Attacker passes then he could not activate his effect after the Blocker chooses to activate his effect.
