Trust Jyoushiro, to have an ultimate deck you must have more than one strategy because if your opponent knows he's facing an all out ninja deck with nothing else to it, he or she will win within minutes cause the episodes series shows that all ninja's depend on jitsu to battle. For example naruto would not have been able to defeat mizuki without the shadow clone jitsu.

*sigh* The limit is just a design choice in the game. Just like having an exact 40 card deck. There doesn't have to be a specific line of reasoning or anything. Zatch Bell has a similar restriction (8 Mamodo/book) and I never reach that much when bookwriting.
