Decking out is an issue, but if you can keep him at 5 consistently and use others to attack, you're pulling in 2 points a turn, or you're forcing your opponent to meet your other teams differently because of the Naruto.

I just reread the rules. For some reason I thought that your opponent still gets a battle reward from blocked battles.

And the way I look at it, even if his power was at least 4 he's still better than the others and on turn 2 or 3 you should have enough cards unless you're planning to use a lot of jutsu and mission in that time.
