The exact wording on Ino does seem like in could be used during both players mission phases. However, I wonder if that was the intention of the designers or if we are going to see an errata so that Ino only works during your mission phase. Either way, Ino is a rather powerful card.

Even if it were just during your mission phase, she's a permanent change in pairings.

All I know is that formation could be brutal. Ino brings someone forward, Shika says no powers for you and then Choji says lets kill that Ninja hehe. It's kinda neat lil team and if ya want to can add the hinata to heal your choji hehehe.
