Based on what skill, leadership, and strength attributes alone, Neji would be the best choice, in my opinion, to lead the Hyuga Clan.
I love Hinata, but she's not leadership material, no matter how much stronger she's become.
Hanabi. Well, we haven't really seen much of her except that she tries hard to keep up with Hiashi's training. I'd prefer her to lead the clan, personally.

In the three year gap she could have grown mentally, we don't really know, hopefully we will. I'm still going with tradition though I wish I knew how much Kishimoto's culture was with him, if he's more of a traditionalist of his country then it would be Hinata Japan is steeped in following tradition and honor. If he's more of a modernist I couldn't really tell.
