Basically, with the third level of Sharingan, you're able to predict movement. You see where someone will move based on the way their muscles are moving and momentum. You find that out when Sasuke's Sharingan evolve.

Also, Kakashi eventually learns Tsukiyomi, because he got attacked by it with his Sharingan open. That's during the Akatsuki arc.
