They're not, because they want to appeal to as much people as possible, and because the card game is kind of based off the anime (uses anime pictures), they'll keep the names as "X Jutsu", like in the dub, instead of "X no Jutsu", as in the English manga.

They used japanese sets 1&2 and did not pick and choose cards. They may have altered some of the pictures but they did not pick and choose.
Narutofan.com has every japanese version of the card game up to series 10 and still updating. Check it out to see what's commin up.
