Resolving Master of the 7 Swords

Okay, says it puts all the cards in your hand then the user of the 7 Swords jutsu can use those jutsu for free. What I am confused about is the resolving and chain stacking of this effect.

If jutsu stack and then resolve backwards, how can this effect be utilized? If it goes on the chain first, it cannot bring any jutsu back from the discard pile to use, and if it goes on last and thus resolves first, there is no way to use the additional jutsu for free. What actually happens and how is this jutsu meant to be utilized?

Also an additional question: when you use a jutsu, do you pay for the chakra cost at the time it goes on the chain or after the jutsu actually resolves? And does the user count as having used a jutsu when it is placed on the stack or only after the jutsu's effects are applied?

The Jutsus that you got back would have to be used in a different chain. You can start a new chain after the current chain has finished.

You pay for a Jutsu when you add it to the chain.
A Jutsu is considered to be used when it is added to the chain.
