Killer Bee (State 2) v.s. The 5th Kazekage

So protects my ninjas from being the target of opponents ninjas' effects.

For instance, The 5th Kazekage would clearly protect my ninjas from but not himself.

So my question is does the 5th Kazekage protect my ninjas against ? I had a dispute with a fellow player and I said Killer Bee (State 2) didn't have the word "Target" so I could still send the head ninja to the top of the owner's deck even if the 5th Kazekage was in the opponents village.

Also does the 5th Kazekage protect my ninja's text affect against or does the same reasoning apply that applies to Killer Bee?

n1485 would not protect you from n1589 or n1678.
