I think the next set will return to schedule and we'll get a set centred around the division leaders etc and everyone that sucked will be redone eventually.
The way the story in the manga is going though, with all loose ends tying up and all the antagonists about to be dealt with I think it's fair to say Shippuden will end very soon (within a few months is my guess).
Will that be the end or will we get a new series about the next generation to inherit the will of fire? A series with Naruto as kage and featuring his kid or something?
If Kishi isn't sick of it, I'd say probably.
But if all the antagonists that we've ever known have been dealt with it would feel very different.

Hmm, that's an interesting way to see Set 28, and you could be right.
Yeah, Naruto is definitely a series you wouldn't have to work very hard to create a spin-off/sequel to it. Heck, even some sort of prequel series focusing on a fan favorite ninja or a completely unknown ninja would have been possible. It's a very rich, well-developed world with a huge variety of villages, jutsu, etc., so I do sincerely hope some continuation of the Naruto world comes about.
