Because it literally does nothing after Turn 3. Ino (Childhood) is the better drop on Turn 1 because she consistently lets you draw an extra card and mill the top 3 cards of your Deck. The Revitalize deck isn't just "mill my deck as fast as I can and hope for the best", you have to actually plan accordingly.

u run x3 both....its not like u need a 2 drop. naruto helps out in 2 ways, 1. he mills ur deck (fast) if by turn 6 u dont have at least 2 trees than u lose. 2. he works so well with eagle which gets the cards u need to ur hand. yes ino is better but ino is a lot slower. this deck requires both to run smoothly

what about sasuke that mills off the deck? i seen a sasuke that can use the cost of jutsu by moving cards from the top of your deck into the discard pile? maybe im jus complicating it idk just a thought

no its better run a revitalize asuma, because he also mills a little and nets u cards, plus u can run the kurenai that u pip to stop brs for a turn, than u can squad to kurenai asuma squad...which is just bonkerz

there is legit no reason not to run it. the deck wins on 5 or 6 th(depending if u know that u can win with yamato) there is no if and or buts about it. there is absolutely no downside to milling a few extra cards each turn...especially with eagle. with naruto in the deck u get what u need about 3x as fast as u would with just ino.

welcome to the culture of card games. whoever claims and tops with that deck, people will start to follow. magic, yugioh everything follows the same situation. still takes a lot of skill to run the meta decks yet alone know how your cards will beat other decks and what not, but yes having a completely different deck in a block format is extremely hard and i commend anyone who dares to try. we need more people like that =). on an upside, this is the most diverse format in a long time so a variety of decks will show up in the top 8 guaranteed, so that's a start.
