My question is, do the effects to PiP The Tailed Beasts require Marker or is it "Play Jinchuriki PiP the beast on the same turn way ahead of the Marker"? just wondering how that works these days. I say this set is OP primarily due to these Tailed Beasts that can come out on Turn 0-2 by reducing their EC to nil. Injure two Ninjas, then pop an 8/1? Srs?

It’s the calm before the storm as the war rages on in Naruto Series 28 “Ultimate Ninja Storm 3”. With each card featuring artwork straight from the aptly named video game series due out in March 2013, Series 28 brings the Fifth Great Ninja War to a higher crescendo than ever before. With Naruto joining the battle in his Nine Tails controlled form, the war seems to be swinging towards the Allied Shinobi Army. However, pressing the snake into a corner isn’t wise as Kabuto bares his fangs, summoning the most fearsome ninjas from ages past, including the previous Raikage, Kazekage, and Tsuchikage, as well as the Seven Swordsmen of the Mist. With the war quickly spiraling out of control, it’s up to you to take control of the battlefield as the Storm continues to grow!
Thanks! Now back to my question. How is this Set different from the others? Everyone seems to be acting like it's just another set and completely ignoring all the overpowered spammosity o-o

because the overpowered spammosity as you call it is easily countered.

And because its the third set in the block. It's power level is supposed to be higher than set 27 and set 26.

this ^
And it's still not that bad. The only "spam" first off is PIP beasts via jinchuriki effects, and thats easily countered by sibeboard super star Shimon. No other ninja is "spammable" and about 30 of the new ninjas being previewed have sacrifice (granted you can ignore it by runn 3 of a mission and 3 kabuto, but still that makes them basic ninjas)
The swordsmen theme is blah. Cool, but blah. Better to just splash the good stuff in weapon.dec (and that's counterable by just running better jutsus/negation for effects or jutsu)
And we've yet to see anything really bad except that Tailed Beast Bomb is super OP with past set tailed beasts. Your thread is purely based on an invalid statement, this set is nowhere near super strong or insane. In fact, I liked Set 26 a little better in terms of overall power.

This. Each successive set in a block has to raise the stakes in some way, so the final set in a block typically raises it as high as it goes before settling back down for the next block.

And this set is supposed to be high powered?

Riddle me this, zabuza is broken isn't he?

So many cards had potential and almost all of them aren't worth running.

Obito, tenten, and zabuza are my least favorites. What were you thinking?

Isn't this set suppose to be with us for two years? Or is it just one.
