power of state 2 and reinforcements

and I have in play any of the four of the sound like

and the if i want to make they reinforcements

it requires to sacrifice the X ninja + state1 but if the power of state 2 mission card is in play it says that it gave them state 2 and some friends tell me that in that case you cannot make the reinforcement but another friend and I think that the mission gave state 2 but the ninjas name still is state 1 and you can do the reinforcment pls help what is correct?

You could still put in play the Reinforcement Ninjas. It does not matter if the Ninja you Sacrifice has "State 2" or not.
