What is Set 28?

The question stands. What is this set? Why was it printed? Is it an entirely new game? I don't understand. It's clearly different from other sets, so what are the special rules and/or conditions associated with this set?

What I mean is simply this: This set 28 is full of game breaking cards that would overpower those from the previous sets, and this I am questioning its purpose and function, because it seems pretty obvious that it is does not seem in any way shape or form whatsoever like another normal set that can be played in competitive Block and Unlimited tournaments. In other words, I'm asking: Since this is not another normal set, what is it?

Example of gamebreaker: T0 Jonin Kabuto (superjutsuspammuch?)

I think I've seen 3 playable cards so far. What are you talking about?

in unlimited yea t0 jonin kabuto is op but in block there are no jonin require jutsu

the only 2 uses for Kabuto:

Tetragram (In theme)

Shikamaru's Decision target

I literally can't see any other uses for him in block outside of his theme.
