Question on Chushin

So , Chushin, make Justus 1 less in both earth and colorless. I was wondering if it worked with cards that cost x like . If I was going to pay 3 could I use Chushin and pay 2 instead? Or since its not number specific Chushin cannot be used

n1492 works with Jutsus with X cost.
