That card is snapped. It really should've been draw 2 and if your turn marker is 3 or greater draw 1. Or just be a T2 mission. That way it fits along the power level of Wind's draw, being slightly better at the expense of skipping Org. Especially with Sasuke SA and Shika Outwit in format, that card is waaay OP.
In other news, I'm glad to see Québec is getting a Jonin.
