i mission per turn rule

If I play a permanent mission 1 turn, the next turn can I use that permanent missions effect and also play a normal mission card from my hand? From what I've been reading this is the case but I would like to hear it from the Kage.
Also, If i have a permanent mission like m771 http://www.bandai.com/naruto/cardlists_detail.php?c=
can I use its effect each successive turn since the card does not have an errata?

Using a Permanent Mission's effect does not count as playing a Mission.
's first effect is a one time effect that you get when you play the Mission. You get the second effect while the Mission remains in play.
