Questions of Interest Involving Chains!

Hello fellow Naruto CCG players and moderators of the game/forum! I have a quick question involving a few rulings and such about chains of a new kind discovered at one of the last local Naruto gatherings.

The play was simple to understand but what came was the more confusing matter. I played an and my opponent responded with which was a constant mechanic throughout the entire game. However I wondered if in response could in turn my into the and completely negate the effects of ? I am not completely sure about chains still in this game and I do not know what is considered eligible to chain.

The argument that took place at the store was that you cannot chain mechanics which bringing a new ninja into play from the Reinforcement deck is considered some sort of 'mechanic'. However, they also play the and use the fact that Anko's burst can be chained with her effect. Which is in fact using Anko's ability and chaining it to a normally unchainable effect because it is a mechanic of the game.

So I ask if you moderators or admins can solve this small issue with chains and solve this all up, including if chaining Anko's effect with her burst is a valid chain and if I can Reinforce my Asuma in chain to it being attacked by a Shameful Actions.

Squads and Reinforcements can only be put in play on an empty chain.
You can chain to put in play effects. When enters play, the Burst effect triggers and is put on the chain. You could then activate Anko's effect and add it to the chain since she is in play.
