Plus do you guys think its possible to build a extremely competitive block format deck with just the cards in the new starter
isn't included in the starter so it won't be incredibly competitive, but if you get 3x of those you should have a pretty good deck on your hands. I would recommend getting 2 starters and buying/trading for singles of specific cards you want at 3 such as Ame Orphans, Void World, Spiral etc. if you want to play pure Void.
