Counter Permanent (2) Da Fuq does the 2 mean ?

K so i just picked up 2 starter decks so me and my friend could play and one *of many* cards says counter permanent (2). why is there a 2 at the end why does it not just say counter permanent ? im new and usally play mtg

Mission cards with Permanent(X) come in play with X coins. At the start of each of your turns, you remove 1 of those coins from the game. When the last coin is removed from a Permanent(X) Mission, the Mission is moved to its owner’s Chakra area.
