but genma and ibiki still have proctor on them and they are in the same boat. I'm thinking maybe its an error on bandai's part?

it could be that genma, ibiki, and anko are the 3 main proctors and the other chunins and up just fill in when needed, especially since ibiki is the 1st test proctor, anko the 2nd test proctor, genma the 3rd and finals, and all the other proctors were there only to catch ppl cheating or to mislead them so they missed the exam.

We need to bring back theme decks, like True Allies. There should be a curve proctor deck. Also, I would love for Bandai to get its act together and produce one set covering a couple Shippuden movies.

They apparently lost rights for any and all movies. Sucks considering the newest one would have given potential for very interesting cards.

Just another oversight by Bandai I guess. Proctors are always proctors, regardless of whether there are exams or not. It's their position in the village.
