My question is if i have Kimimaro in play (N-1601) and my opponents deploys ink fish (N-1386) and doesn't pay the cost of Kimimaro's effect, does he still draws the card and then injures the ink fish ?

n1386 would injure first. But he would still get to draw since it has a Valid effect.
