J953 Izanagi Question

Hello, my question is since J953 Izanagi doesn't have a target in its requirements
like most other negation jutsu's will say Target: 1 jutsu, can you use the second effect of Izanagi to negate every other jutsu on the chain and end the turn without there actually being any jutsu's to negate?
