Activate effect of any of those Ninjas, who have a beneficial cost, and then chain with Haku's effect to injure them as a cost, meaning that their actual effect doesn't occur.

Granted, APW wasn't legal for Block when the whole Cost system was introduced into Set 19, so I feel like this was a grasping at straws type thing.

for human path, the effect is to return 2 cards to your opponents hand at the end of the turn. For Izumo, the effect is to RFG itself. For APW, the effect is to discard itself.

None of these ninja are valid.

APW was around for the cost but the cost was not in effect just yet it was in the works

You are confusing "effects use the chain" and "effects need their cost paid to be placed on the chain". Both occurred at different times, yes, but concept of having to pay the cost came quite a bit a ways afterwards.

APW was reprinted in the Set 14 tins. Set 14 rotated when Set 18 came out. Costs were added in Set 19.
