You don't heal the Ninja. Only Injured Ninjas can be healed. Nothing happens to the Healthy Ninja.

I think what he is asking is, can the target still not go out to battle that turn. which would be yes. but yea technically a healthy ninja would not be healed

Both ninjas can heal a healthy ninja, but only Shizune makes a ninja unable to battle. Here, simplified:

Shizune -> Use Effect -> The target can not be sent out to battle no matter what, heal it if possible.

Tsunade -> Use Effect -> If the target was healed (not already healthy), make it a stand-by ninja.
