Tsunade N1616 and Shizune N1614 Clarification

I Can Target My opponent Ninja with effect even if the target is a Healed Ninja?

The same work's for ?

In another word, If I Target a Health Status Ninja in My opponents team with it will go to Stand By? Or I can only apply this effect if the target is sucessful Healed? (Injuried status ninja turn a Healed Ninja).
