if a inherit ninja such as The 6th Hokage is sent from the top of the deck to the discard pile by a effect such as ino-1491.can i still give a ninja The 6th Hokage inherit eff?

No, Inherit only applies if the Ninja (not Ninja card) is discarded. This means it has to be physically in play when discarded.
